Public Consultation on Draft Early Neutral Evaluation Rules
The Patent Mediation and Arbitration Centre (PMAC) invites interested stakeholders to participate in a public consultation on the draft Early Neutral Evaluation (ENE) Rules.
The draft ENE Rules have been prepared by the PMAC Expert Committee to establish a procedural framework for early neutral evaluation proceedings administered by the Centre and to complement the PMAC's recently adopted Mediation, Arbitration and Expert Determination Rules.
The purpose of this consultation is to obtain feedback from stakeholders and prospective users of PMAC services in order to ensure that the ENE Rules meet the needs of the patent dispute resolution community.
Interested stakeholders are invited to submit comments, observations and proposed amendments to the draft ENE Rules, accompanied by a brief explanation of the proposed changes.
Deadline for submissions: 31 July 2026
Comments should be submitted by email to: contact-pmac@unifiedpatentcourt.org
The Expert Committee will review all comments received during the consultation process and prepare a revised draft of the ENE Rules for consideration by the Advisory Committee of the Administrative Committee. Taking into account the Advisory Committee's opinion, the Expert Committee will then submit the final draft ENE Rules to the Administrative Committee for discussion and adoption.
The Draft Early Neutral Evaluation Rules and the supporting background document are available below for review and feedback.
